Deselection Processes in Selected Academic Libraries in Metro Manila

Statement of the Problem

This study was aimed to explore the state of deselection process or weeding in selected academic libraries in Metro Manila. It sought to find out the nature and extent of weeding, the existence of deselection policies, if any, the deselection methods and criteria used, the methods of disposing the discarded stock and the problems encountered by the academic librarians in implementing the weeding process.


Methodology

The study used the descriptive survey method of research. A structured questionnaire was used as a tool in data collection. Eighteen academic libraries were surveyed.


Findings

1. All academic libraries surveyed practice weeding or deselection of library materials but only seven out of eighteen academic libraries follow a periodic weeding program.

2. Only twelve libraries have written weeding policies to guide the staff in weeding the collection.

3. The principal methods used in weeding are shelf-time period and shelf-scanning/stock revision.

4. The criteria used for weeding the book collections are unwanted/unused volumes, duplicate volumes, physically worn-out, age and use patterns of materials. The two primary criteria for weeding the periodical collection are duplicate copies and serials of the news magazine type.

5. The methods of disposing the discarded stock are: donate to other libraries, distribute to interested students, just store in stock room and throw away as trash.

6. Deselection is not a continuous or year-round activity in most of the academic libraries because of the following problems: a) lack of staff; b) lack of time; and 3) difficulty in getting participation, etc.


Conclusions

1. Since all academic libraries surveyed perform deselection process, it is an indication that they perceive the process as an important component of the collection development program.

2. Academic librarians perform weeding but most of them have no continuous or periodic weeding programs

3. Weeding policies are used by most academic librarians in the deselection process but there are still a few who do not have written guidelines.


Recommendations

1. Implement continuous and regular weeding process, at least once every two years.

2. Emphasize weeding of less-used materials by transferring or relocating them to a stock room rather than totally discarding them in as much as all are related to the curriculum.

3. For academic libraries with no weeding policies yet, formulate sound guidelines and perform deselection process in the light of these policies.

4. To solve the deselection problems encountered by academic librarians, there should be lectures or seminars about weeding so that academic librarians would be made more aware of the importance of the process.

A Survey of Libraries among Selected Agencies under the Office of the president with Implications toward Resource Sharing

Statement of the Problem
The existing resource, facilities, equipment, services and resource sharing activities of eight libraries were surveyed in an attempt to determine the possibility of establishing a library under the Office of the President.

Methodology
The survey was conducted using the descriptive method of research, employing a questionnaire which was supplemented by interviews. Sixteen libraries responded and accomplished the questionnaire.

Findings
The findings revealed that in terms of location, it is feasible for the eight libraries of the following offices to engage in resource sharing: 1) Department of Budget and Management; 2) Department of Budget and Management Legal Office; 3) MalacaƱang Palace Library; 4) National Commission on the Role of Filipino Women; 5) Office of the President; 6) Office of the President Legal Office; 7) Presidential Library; and 8) Presidential Management Staff.

Majority of the respondents have collections organized according to standard classification scheme. Respondent librarians have positive attitude towards resource sharing. The cooperative activities they are willing to engage in are: 1) cooperative acquisition; 2) cooperative cataloging; 3) indexing of serials; 4) production of union catalog of books, production of union list of serials, sharing of tools (cataloging/classification and selection tools), interlibrary access and staff training. The respondents chose the Presidential management Staff to be the focal point for the proposed resource sharing activity.

Recommendations
1. A cooperative program among the eight libraries within MalacaƱang Complex be established;

2. A formal written agreement be drawn up to specify the responsibilities and benefits of a cooperative program and that the agreement be ratified at the highest administrative level of the agency and the library;

3. A union catalog of library resources be compiled to serve as the nucleus of the network; and

4. A continuing education program be provided to both professional and para-professional library staff.

Library Resources of Colleges and Universities in the Province of Pampanga: An Evaluative Study

Statement of the Problem

The status of the 16 colleges and universities in the Province of Pampanga were examined in relation to the different academic library standards of institutions, namely: Department of Education, Culture and Sports (DECS); Fund for Assistance to Private Education/Private Higher education (FAPE/PHE); Philippine Association of Academic and research Libraries (PAARL); and Philippine Accrediting Agency for Schools, Colleges and Universities (PAASCU). The physical facilities and equipment, collection resources, financial resources, use and services, organization and care of materials, and personnel of these libraries were compared against the standards or criteria set up by these different institutions. This study was undertaken to assess the academic libraries’ strengths and weaknesses on specific areas to serve as a guide for the librarians and administrators in establishing plans for the development and improvement of the academic libraries.


Methodology

In appraising the library resources, the descriptive method was used. Secondary sources such as college or university bulletins of information, catalogs, anniversary publications and faculty manuals were used in gathering information about institutional profiles. Informal interviews were also conducted for additional information. Simple analysis of variance was used to determine the status of the different library resources of each college and university.


Findings

Results of the comparison made against the different standards for academic libraries reveal that most of the libraries occupy quarters for the library. All are strategically located and accessible and fairly attractive. Very few libraries, however, conform with DECS, FAPE?PHE and PAASCU standards in providing enough seats and space for their students. Most of these libraries have no provisions for the increase in enrollment over a period of five years. Based on PAARL standards, 50 % of the libraries conform with the provision of enough seats and space for its students. Most of the libraries of the province are deficient in equipment and furniture. Space provided for specific work areas in most libraries is inadequate. The staff members are not provided with necessary facilities for more efficient and effective services.

As for the collection and organization of materials, it was found out that the library collection in all institutions consists basically of books and very few periodicals. Non-print materials and the more sophisticated resources are unavailable. A small number of Filipiniana and Asian materials are available in all the libraries. There are still libraries which maintain integrated libraries for secondary and tertiary levels. Very few libraries weed their collections. A few libraries do not maintain a continuous program of organizing their library collections. Card catalogs are not maintained in some libraries.

On the aspects of financial resources, the library budgets show a wide range of inadequacies. However, eight (8) institutions have definite budget allocations.

As for use and services, majority of the libraries have flexible library schedules which offer services to their graduate students and evening classes. Majority of the libraries have equitable and flexible lending policies.

Majority of the libraries have full-time head librarians with MLS (Master of Library Science) units. Very few librarians are assigned to other positions and responsibilities in the institution. Almost all the libraries lack full-time support staff. Majority of the libraries rely heavily on student assistants. All the head librarians have faculty status. A few institutions provide scholarships and study benefits for their staff as part of the staff development program. There are no library committees acting in an advisory capacity for library development in most libraries of the province.

Factors Related to Mutilation and Theft of Library Materials in PAASCU-Accredited (Level III) Colleges and Universities in Metro Manila

Statement of the Problem

This paper systematically examines the library and academic factors, perceived by students, that possibly influence theft and mutilation of library books and other materials.


Methodology

The 318 subjects of the study who were selected at random were enrolled in the accredited academic departments of eleven schools and universities in Metro Manila which are PAASCU accredited (Level III). They were requested to answer the structured questionnaire prepared for the purpose. Interviews were also conducted with some willing respondents. This research is essentially descriptive and analytic in approach. It made use, to some extent, of the principle of correlational research in identifying the library and academic factors that may be related to the acts of mutilation and theft of library materials. The Parten’s formula for size of respondents was utilized to determine the number of respondents from each school to be included in the study. The validation of the questionnaire was done with the use of the Kuder-Richardson equation for validity of instruments. The raw data obtained from the questionnaire were computerized and data processing was personally handled by an accredited statistician to ensure the correctness of the processed figures. The researcher however, personally encoded and tabulated the data manually for accuracy.


Findings

1. The library factors perceived to influence most of the incidence of library crimes of theft and mutilation are: library security, ease and availability of library materials, size of library collections and the aspect of photocopying machines.

2. The academic factors that could possibly cause library crimes of mutilation and theft, as perceived by students, are: frequency and bulk of assignments. Frequency of use of library, time constraints for submission of assignments and researches and rather strict teachers.


Conclusions

This study was able to test the existence of relationships between the library factors that could cause library crimes and the personal/economic variables. The students believe that certain preventive measures, stop-gap measures and long-term solutions can help minimize, to a negligible level, the incidence of library crimes. However, the perceived effectiveness of these measures and solutions vary significantly with respect to the students personal and economic characteristics.


Recommendations

The study recommends practically all the suggestions and recommendations cited as effective by students. In addition, the library authorities are encouraged to conduct periodic vigorous publicity campaigns that will inform and better orient students on the services they can avail of in the library and the proper use of the library. Likewise, the posting of a visible directory that indicates the “where” and “how” of library books and other materials is recommended. Warning signs and the list of penalties for library crimes should be posted in conspicuous places in and out of the library, with corresponding replacement costs of stolen or mutilated books and other materials. Teachers are requested to refrain from giving many assignments that need materials only found in the library. Moreover, a better time frame should be made on deadlines for the submission of such assignments. Furthermore, teachers are advised to orient and educate their students on the proper use of the library. The library authorities, with the support of the school administration, should be consistent and strict in implementing the policies and guidelines they had formulated.

A Proposed Library Media Center for the University of the Philippines Integrated School

Statement of the Problem
The main thrust of the study is the organization of a media center at the University of the Philippines Integrated School (UPIS). The initial task was to determine the current status of audiovisual resources and their utilization by the faculty. It proceeded to: 1. Establish the objectives and functions of a media center in the UPIS Library in relation to the mission objectives of the school; 2. Identify the needs to establish a media center for the faculty and students; and 3. Determine the needed policies and procedures to govern the administration of the center.


Methodology
The descriptive method was used in this study. Two sets of questionnaires were used: one for the 15 heads/administrators and another for the 90 faculty members of the UPIS. These questionnaires were the primary tools used for data gathering, supplemented by interviews and actual observations. Secondary sources were consulted, such as the records of the Human Resource Development Office, particularly in hiring media personnel.

Findings
1. There is a need to establish a media center within the UPIS. The audiovisuals, facilities and services in the UPIS are evidently not enough to meet the teaching needs of the school.

2. Utilization of newer media resources is not maximized due to the lack of awareness by the faculty of their existence. Lack of newer media resources and equipment to service the faculty also explains this low utilization.

3. There is a need to organize the audiovisuals in the school for more effective and efficient use. A union list of audiovisual resources is urgently needed.

4. The faculty members lack courses in audiovisual education as well as training in relation to media utilization

5. There is no budget specifically appropriated for media services in the school.

Conclusion
It is evident from the results of the study that the UPIS should establish a media center responsible for the organization and management of audiovisual resources in order to fulfill its vital role as a partner in the school’s instructional program.

The Choice of Librarianship as a Profession by Male Library Science Students

Statement of the Problem
Several factors that influenced male library science students in their choice of librarianship as a profession in the Philippines were examined. The objectives of the study were to: 1) analyze the extent of individual and social factors in influencing male students in their choice of librarianship as a profession; 2) know the demographic characteristics of male library science students, including the socio-economic status of their families as reflected by their annual income and social prestige in the community as well as the educational attainment of their parents; 3) find out the internal and external forces behind their decision-making on the choice of librarianship as a profession; 4) know the reasons why male students shifted to library science and what their future plans are.

Methodology
This study used the normative survey research method using a questionnaire as a tool for gathering data. The subjects of the study were 55 male library science students enrolled in the library schools in Metro manila during the first semester, 1992-1993. The purposive sampling procedure was employed due to the small number of male students.

Findings
The findings of the study show that most of the subjects are relatively young, with some of them already married, their parents are highly educated and their economic status is above average. The decision on the choice of librarianship as a profession was made, while in college, by the students themselves as well as by other persons. If ever the students were influenced by other persons, the librarians, friends and other relatives were the ones who guided these students in their choice of librarianship as a profession. Their parents, spouses, relatives, former teachers, friends, instructors and supervisors have more favorable attitudes towards their chosen profession. The main reason for shifting to library science is disqualification from their first chosen course. When they decided to shift to library science, many of them had no prior knowledge of library science. They all preferred to work in special libraries. The library science subjects which strongly influenced their desire to pursue the degree are Indexing, Special Libraries and Information science. They all plan to seek a library job after graduation. The individual factors which have a strong influence over the male students’ decision to choose librarianship as a profession are: 1) opportunity for intellectual development; 2) opportunity to rise through one’s effort; 3) liking for books; 4) opportunity to earn a Bachelor’s or Master’s degree; and 5) liking for people. The social factors which influenced strongly the respondents’ decisions are: 1) immediate employment after graduation; and 2) importance of libraries in society. Based on the comparison of the mean point value of the respondents’ ratings, the male students were found to be more influenced by individual factors.

Introduction
Information has no value until it is used, therefore a librarian should create an awareness of information, its value sources, accessibility and acquisition. In general, the kind of information sources sought and used tend to be those easy of access and known personally to the user, regardless of the quality of the information. The working habits of the individual needing information, the importance placed on getting it, the facilities available for seeking it, their knowledge about the value, the estimate of the probability of getting what is wanted - all of these factors may affect information seeking-behavior (Atherton, 1977).

The Problem
The study attempted to describe the information needs, data retrieval practices and problems of college students as information users of Saint Louis College Tuguegarao (SLCT) during the first semester of the school year 1992-1993. Four hundred thirty five (435) randomly chosen college students comprised the respondents: a) College of Arts and Sciences/ Education = 88 b). Commerce-Secretarial/ Computer Science = 245 c). College of Technology = 102

Methodology
The study employed the descriptive type of research using 3 structured questionnaires. To test the hypothesis, Coefficient of Concordance and ANOVA were used. To describe the respondents and other variables, however, means, standard deviations, frequency counts, and ranks were used. A 5-point Likert-type scale was also used to derive the descriptive equivalents of the areas in the analysis and equivalent of data gathered.

Findings and Conclusions
1.Generally, the library staff members of the SLCT are bachelor's degree holders and majority are professionally trained.

2. SLTC library has a adequate and updated collection of books and other materials that support the academic needs of its information users.

3. The greatest percentage of library for the first semester come from the CAS/ED department while the least percentage can be found in CT department.

4. Generally, library services offered by SLCT library are still the traditional services.

5. The library users of SLCT have the same information needs in terms of types of materials, organizations, special collections and subjects/ topics.

6. Generally, the library users of SLCT library employ different practices and methods on data retrieval. Specifically, they employ different methods of retrieving library date on: a) degree of independence in the use of the library, b) degree of systematic of retrieval tools, c) degree of awareness of current information, d) degree of exhaustiveness in searching/use of library materials e0 degree of orderliness on data retrieval.

7. In general, the three groups of information users have different problems encountered on data retrieval.

8. Generally, the three groups of information users have the same level of: a) degree of independence in the use of the library, b) degree of systematic of retrieval tools, c) degree of awareness of current information, d) degree of exhaustiveness in searching/use of library materials e0 degree of orderliness on data retrieval.

Recommendations
A. School Administrators. a) That they should study the possibilities of making school policies which requires librarians to formulate library objectives and policies for better library services in line with data retrieval, b) That the should into possibility of incorporating library science in any English subject among the three departments, c) Likewise, they should help the librarians disseminate those formulated school policies to the faculty, personnel and students.

B. Library Staff. a) That they should start introducing or improving new services with regards to data retrieval so that the library will really benefit the users, b) That they should look into possibilities of conducting an intensive library instruction so that the use of library and its resources will be comprehensively discussed. c) The library should now go on computerization to further improve its services on data retrieval.

C. Information Users. That they should be encourage to open to the maximum the lines of communication with the library staff so that group can work cooperatively for the improvement of the library and its services.

D. Researchers. That they should continue searching and discover data about information needs, practices and problems of information users.

Moreover, the study should serve as a springboard for research who who may wish to study further the needs, practices and problems on data retrieval of information users in other academic setting.

It is further recommended that college students and faculty members through the Office of the Dean of Students Affairs should continuously evaluate the library and its services, give suggestions for the development and improvement of the library.

Library Resources, Services and Facilities in Agriculture Education and Industrial Education Programs of State Universities and Colleges in Region 02

Statement of the Problem
The assessment of the library resources, services and facilities in Agriculture, Education and Industrial Education programs of the five (5) State Colleges and Universities (SUCs) in Region 02 during the SY 1989-1990 was the main focus of this study. The assessment was limited to the tertiary level only of the said colleges and universities.

Methodology
The study employed the descriptive survey method using two structured questionnaires, one for the faculty and students and one for the library staff in addition to the PAASCU survey for libraries. Seventeen (17) librarians, 69 faculty member and 478 students were respondents of the study. Comparative analysis of the SUC libraries based on the data gathered was also looked into in this study.

To test the hypotheses, t-test and ANOVA were used. To describe the respondents and other variables, however, frequency counts, ranks, percentages, means and standard deviations were used. Modified five point scale was also utilized to descriptive the descriptive equivalents of the areas in the analysis and evaluation of gathered data.

Findings
Current Status of SUC Libraries
1. Data on holdings indicate a wide variation on the acquisition policies and practices of the five SUC Libraries. Some schools prefer more copies per title instead of preferring for more titles than volumes. One state university is below the prescribed standard as far as library holdings is concerned.

2. Majority of the library staff in the five SUC libraries are professional librarians.

3. The SUC libraries meet the DECS requirements for library facilities and equipment, however, these are of different sizes, styles and comfort.

4. Library services which include library hours, shelving systems, classification and care of library materials, and circulation of these materials are considered just sufficient by both faculty and students.

5. Majority if the faculty and students in the SUCs use the library for at least three times a week and they stay in the library for at least one hour to read the latest newspaper and secondarily to do research work.

Comparison of the SUCs Libraries
1.There are significant differences among the five SUC libraries as regards library holdings. Moreover, acquisition of library materials is not a top priority among these state schools in the region.

2. Physical facilities, classification and care of library resources, and use of the library likewise vary significantly among the SUC libraries.

Problems Encountered in the Various Library Aspects.
1. Inadequacy of library holdings is considered to be the most pressing problems encountered by both faculty and students in the five SUCs in the Region.

2. SUC libraries are noisy and crowded during library hours.

3. Locating library materials is difficult and it takes too long to get needed materials. Library arrangement, including classification, is confusing in majority of this schools.

Conclusions
1. Inspite of the SUC having Agriculture, Education and Industrial Education program, holdings are strongly inclined to Agriculture.

2. The library staff are continuously upgrading themselves in terms of educational attainment and professional growth to better equip them and qualify themselves for more efficient service.

3. The five SUCs libraries do not fall below the DEC's standard requirements as far as facilities are concerned.

4. All the SUC libraries in the Region provide almost the same number of hours of service and that they do not widely vary as to classification and care of library materials are taken into account.

5. The dominant problem encountered by the students and the faculty member is the inadequacy of the following resources: general reference books, professional books in their field of specialization, and professional periodicals.

6. In general, there are SUC in the region that do not come up with the prescribed standards on some aspects of librarianship like holdings.

7. Variations exest to a large extent among the SUC libraries in Region 02 in terms of holdings, staff, facilities and services.

Recommendations
A. National Education Policy Marks
1.A special law or Budget Circular should be created specifically separating or allotting funds for library purchases.
2.A nationwide information dissemination on the importance of books for library purchases.

B. Administrators
1.The administrators should give predominal attention to collection of books to upgraded the present state of their own libraries, rather than just physical facilities. This should be on a continuing regular basis.

2.Priority should be given to purchase of books and other expenditures for library resources to ensure quality service.

C. Faculty
1.Intensive and extensive use of library and its resources should be done by the faculty so that the students will be encourage to do the same.

2.Faculty members should be encourage to have their own personal books so that the students can fully avail of the books available in the library.

D.Librarians
1.Library staff should be given the chance to pursue professional growth and be encouraged to take up further studies especially in the fields of library science.

Introduction
It is generally accepted nowadays that information is vital to all kinds of development. Information is essential to individual advancement as well as for national growth. The need for information is felt at all levels of society regardless of an individual's location, social status or educational attainment.

Statement of the Problem
A study was conducted in five barangays in Bambang, Nueva Viscaya to determine the information needs, occupational pattern, reading habits and interests, subject matter and preferences and perceptions of the residents of the plan to put up a reading/ information center in the locality.

Methodology
A 17-item interview schedule was used with 550 respondents consisting of 182 fathers, 184 mothers and 184 children of school-age. The house-hold samples were chosen at random. Each house-holds was compose of a father, mother and a child who is either elementary grade, high school, or college.

Findings
Most of the father respondents (37.36%) were engaged in rice farming followed by skilled workers (21.43%) with remaining 41.21 percent engaged in other jobs. The mother respondents, however, were mostly unemployed (40.22%) or engaged in teaching (22.83%) and business (21.2%). The respondents a fairly high educational attainment; 14091 percent completed elementary, 48.36 percent finished high school and 15.09 percent some college education while 20.18 percent were college graduates.

The leisure activities indicated by the respondents were reading, listening to the radio an d viewing TV, in that order. Reading was an important leisure activity for the parents respondents and children in the surveyed area. Frequency of reading was high, either daily or at list twice during the week. The father and mother respondents had similar subject matter preferences in many respects (including family life, family finance, health and hygiene). Among the children respondents, materials on school subjects were ranked highest.

Conclusions
In general, the respondents relied more on print media such as newspapers, magazines and pamphlets as sources of information rather than on interpersonal communication with local government officials, barangay leaders and technicians. They bought or borrowed most of their reading materials.

The respondents have very positive attitude toward the establishment of information/reading center and anticipate using one frequently as a source of reading materials.

Recommendations
It is recommended that the municipal government of Bambang, Nueva Vizcaya establish a public reading/ information center of the municipality with assistance from the Public Library System of the National Library. There is a need to make accessible print materials in the local languages consistent that inclusion of audio visual resources is also further recommended.

Introduction
If libraries are to be essential elements in community efforts to satisfy everyone's need to know, they must be planned with easy access, convenience and flexibility. However, the planning program must follow a pattern of expectation of change related to shifting community needs. It must also be noted that the necessity for change in priorities, scope and operation of programs is often signaled by needed changes in facilities (Lushington and Mills, 1980)

Statement of the Problem
This study attempts to evaluate the Thomas Jefferson Cultural Center Library (TJCC) services within the period from 1980 to June, 1986 as viewed by users with respect with their needs and interest. Its principal goal is to have a descriptive assessment of the Library's objectives and services from the point of view of the users or members. Thus, the result will provide the Thomas Jefferson Cultural Center staff greater insight on the problems encountered by the users in using library services so that they can effectively assist them in the future.

Methodology
Using a questionnaire as primary source of data collecting, this research reveals that the library has been able to comply favorably with its objectives to its clientĆØle and has, likewise, been successful in informing its clientĆØle about its services.

Findings/Conclusions
The general conclusion of this study is somehow an obvious finding : the library has been able to communicate its objectives to its clientele and has been likewise, successful in informing then of its services. The felt problems of the users have surfaced, with the more grievous ones ( as considered by the respondents per the frequency of citation ) well focused so that the recommendatory portion of this study can delineate them.

Barely 6% of the respondent considered “not important” in the areas of concerns related to their occupation or schooling (see Table 1). Indeed, three fourths of them marked the library services as either “very important” or important to them. As a sort of referendum to the “ popularity of TJCC service, as of data, the survey can be considered as qualified high endorsement.

Recommendations
The first recommendation resolves around the need for continuous assessment of service acceptance. That is to say, that at a certain frequency, a survey such as the one implemented in this study ought to be undertaken to update management on the users' perception of library's objectives as well as its rules and procedures in the use of facilities and services.

One accurate finding of the study can be gleaned from the general tenor of the answers on the alleged insufficiency of materials on “other countries aside from the USA” and even on “local or Philippine informational materials” show the need for re-orientation (or reorientation for new users) on the rationale of the TJCC's existence, that is, as a special library of the United States government. We recommend, therefore, a scheduled information drive to clarify this and related matters.

Thirdly, while the respondents commended the staff generally, some remarks showed the existence of disturbing negative public relations features both in the actuations of library personnel and in a few procedural matters grating the sensitivities of users. In service training of the TJCC should lay a bit more emphasis on clientele-librarian relationship. This especially called for in the Philippines with her Asian or Oriental culture which serves a very strong value on SIR or smooth-interpersonal-relationship as a quality sought after from those engage in public services. The TJCC is, of course, a public service, albeit of the USA, in friendly country.

The Library Resources and Usage Patterns of Government-Managed Agricultural Colleges and Universities in Region I

Introduction
It is often accepted that the best colleges/universities have the best libraries. Consequently, unless a college or university library continues to maintain its library resources in response to the present academic and research needs as well as in anticipation of future needs, such library ceases to be effective in performing its functions in the academic community.

The Problem
This research work aim to describe the libraries of agricultural colleges and universities in Region I in terms of their library resources and usage patterns; to compare the existing resources with those set in the Criteria for Minimum Standards for Bachelor of Science in Agricultural Program by the Technical Panel of Agricultural Education (TPAE) of the Ministry of Education, Culture and Sports; and finally, to determine the relationships between the usage patterns and certain variables i.e. Age, sex, civil status, residence, course load, educational background and academic performance.

The following hypotheses were formulated and tested: (1) The government-managed agricultural colleges and universities in Region I do not significantly vary in their present conditions of library resources and usage patterns: (2) There are no significant differences in the existing library resources in government-managed agricultural colleges and universities in Region I and the Criteria set by the TPAE Library Standards: (3) There is no significant relationship between the usage patterns and the following variables like age, sex, civil status, course load, educational background and academic performance.

The study was limited to assessing the resource-capabilities of government-managed agricultural colleges and universities in Region I with emphasis on the BSA Program. Likewise, in assessing the usage pattern, there were respondents involved distributed as follows: students enrolled during the first semester of school year 1985-1986 and faculty members of the government-managed agricultural colleges and universities in Region I.

Methodology
The study used the descriptive statistical tools of frequency counts and percentages to describe the data and to answer the specific problems. The extent to which the different items under the library resources were available in each school were determined by actual data gathered. The analysis of such data involved the use of the t-test.

To determine the degree of relationship between the usage patterns and selected variables of faculty and students, the point biserial (rpb) was used. The t-test in relation to the correlation coefficient was used to test the significance of rpb. Where there were only four (4) elements in a contingency table, the phi (Ƙ) coefficient and its Z-transformation were used to determine the degree and significance of relationship.

For the interpretation of the results of the tests of hypotheses for their acceptance or rejection, the five percent probability level was the point of reference.

Findings
The present conditions of the government-managed agricultural colleges and universities in Region I vary considerably in the different aspects of library operations, i.e. sufficiency of library resources, facilities and equipment, services, and personnel.

After a comprehensive consideration of the results specifically in relation to the TPAE Library Standards, a considerable number of government-managed agricultural libraries in Region I are below standards in the following areas: Books on Fundamental Agriculture and Journal Titles on the Major Fields of Agriculture.

On the relationship between usage pattern and certain variables. i.e. age, sex, residence, civil status, course lead, educational background and academic performance, for faculty respondents, only age and academic performance have significant relationship with the usage patterns, while for the student respondents, the variables an age, cause lead the academic performance have significant relationship with the usage patterns.

Recommendations
The variations on the present conditions of the agricultural libraries in Region I maybe improved with the following suggestions: (1) Careful consideration should be provide for the provision of sufficient, realistic, and workable budget for the library especially the allotments for books and periodicals. (2) The library plays a central role in the institutions' educational background; hence, to allow the library to fulfill this role, the librarians should be free of other added responsibilities in the institutions. Likewise, they should be given academic or faculty status without loads to enhance their role in the instructional process an the academic community; (3) In order to meet the minimum TPAE Requirements, it is recommended that the national government services its governmental rules and auditing procedures on the procurement of books and periodicals. Unless this is done, the problem on inadequacy of books and periodicals are specifically on the major fields of agriculture will never be solved. On the part of the TPAE Technical Staff, it is further recommended that they should provide assistance on how to acquire the needed book titles per major field specially in the BSA program.

Finally, on the relationship of usage patterns, it is recommended that the efforts of administrators, faculty and library staff be directed toward a various effort to lessen the gap between the actual and the potential contribution of the instructional program which they can begin by examining the total program of course offerings and trying to determine roughly what kind of library contribution is appropriate at each level for each subject

Introduction
Libraries are the wellspring of knowledge. They are as important as the classroom in terms of learning. Hence, they are always a part of the school.

Statement of the Problem
This project was designed to set up an Aklatang Barangay in Barangay 338, District II, Sta. Cruz, Manila. It made use of the community specifically on recreation were identified. Major steps undertaken were project planning, development, implementation and evaluation.

Methodology
Based from the pre-survey conducted in the planning stage involving 283 of the 377 households, there was a felt need of setting up an Aklatang Barangay in the community. The people's low economic status which primarily caused their inability to acquire or provide their families with recreational materials. The second survey proved further that an Aklatang Barangay could be set up through self-help as indicated by the responses of 448 children and youths who were respondents.

Findings
The Aklatang Barangay was housed in Barangay Center. Its initial collection included 35 books, 55 magazines and 5 sports materials. Some concerned barangay members regularly supplied the library with newspapers and magazines. After five months of operation the Aklatang Barangay was able to acquire a total number of 152 books, 191 magazines and 19 sports materials.

An evaluation was made not only to determine the attitude of people toward the library but also assess the impact of the project in the community. There were 120 users who have already availed of its services. Result of the evaluation proved that the Aklatang Barangay was worthy of the people and its continued service was highly endorsed.

Recommendations
Recommendations include the transfer of total responsibility to the barangay, planning a long range program for the expansion of the Aklatang Barangay, providing remuneration to volunteer staff, and coming up with a manual for the Aklatang Barangay. These recommendations were in line with the projected increase of library users.
