Introduction
If libraries are to be essential elements in community efforts to satisfy everyone's need to know, they must be planned with easy access, convenience and flexibility. However, the planning program must follow a pattern of expectation of change related to shifting community needs. It must also be noted that the necessity for change in priorities, scope and operation of programs is often signaled by needed changes in facilities (Lushington and Mills, 1980)

Statement of the Problem
This study attempts to evaluate the Thomas Jefferson Cultural Center Library (TJCC) services within the period from 1980 to June, 1986 as viewed by users with respect with their needs and interest. Its principal goal is to have a descriptive assessment of the Library's objectives and services from the point of view of the users or members. Thus, the result will provide the Thomas Jefferson Cultural Center staff greater insight on the problems encountered by the users in using library services so that they can effectively assist them in the future.

Methodology
Using a questionnaire as primary source of data collecting, this research reveals that the library has been able to comply favorably with its objectives to its clientèle and has, likewise, been successful in informing its clientèle about its services.

Findings/Conclusions
The general conclusion of this study is somehow an obvious finding : the library has been able to communicate its objectives to its clientele and has been likewise, successful in informing then of its services. The felt problems of the users have surfaced, with the more grievous ones ( as considered by the respondents per the frequency of citation ) well focused so that the recommendatory portion of this study can delineate them.

Barely 6% of the respondent considered “not important” in the areas of concerns related to their occupation or schooling (see Table 1). Indeed, three fourths of them marked the library services as either “very important” or important to them. As a sort of referendum to the “ popularity of TJCC service, as of data, the survey can be considered as qualified high endorsement.

Recommendations
The first recommendation resolves around the need for continuous assessment of service acceptance. That is to say, that at a certain frequency, a survey such as the one implemented in this study ought to be undertaken to update management on the users' perception of library's objectives as well as its rules and procedures in the use of facilities and services.

One accurate finding of the study can be gleaned from the general tenor of the answers on the alleged insufficiency of materials on “other countries aside from the USA” and even on “local or Philippine informational materials” show the need for re-orientation (or reorientation for new users) on the rationale of the TJCC's existence, that is, as a special library of the United States government. We recommend, therefore, a scheduled information drive to clarify this and related matters.

Thirdly, while the respondents commended the staff generally, some remarks showed the existence of disturbing negative public relations features both in the actuations of library personnel and in a few procedural matters grating the sensitivities of users. In service training of the TJCC should lay a bit more emphasis on clientele-librarian relationship. This especially called for in the Philippines with her Asian or Oriental culture which serves a very strong value on SIR or smooth-interpersonal-relationship as a quality sought after from those engage in public services. The TJCC is, of course, a public service, albeit of the USA, in friendly country.

The Library Resources and Usage Patterns of Government-Managed Agricultural Colleges and Universities in Region I

Introduction
It is often accepted that the best colleges/universities have the best libraries. Consequently, unless a college or university library continues to maintain its library resources in response to the present academic and research needs as well as in anticipation of future needs, such library ceases to be effective in performing its functions in the academic community.

The Problem
This research work aim to describe the libraries of agricultural colleges and universities in Region I in terms of their library resources and usage patterns; to compare the existing resources with those set in the Criteria for Minimum Standards for Bachelor of Science in Agricultural Program by the Technical Panel of Agricultural Education (TPAE) of the Ministry of Education, Culture and Sports; and finally, to determine the relationships between the usage patterns and certain variables i.e. Age, sex, civil status, residence, course load, educational background and academic performance.

The following hypotheses were formulated and tested: (1) The government-managed agricultural colleges and universities in Region I do not significantly vary in their present conditions of library resources and usage patterns: (2) There are no significant differences in the existing library resources in government-managed agricultural colleges and universities in Region I and the Criteria set by the TPAE Library Standards: (3) There is no significant relationship between the usage patterns and the following variables like age, sex, civil status, course load, educational background and academic performance.

The study was limited to assessing the resource-capabilities of government-managed agricultural colleges and universities in Region I with emphasis on the BSA Program. Likewise, in assessing the usage pattern, there were respondents involved distributed as follows: students enrolled during the first semester of school year 1985-1986 and faculty members of the government-managed agricultural colleges and universities in Region I.

Methodology
The study used the descriptive statistical tools of frequency counts and percentages to describe the data and to answer the specific problems. The extent to which the different items under the library resources were available in each school were determined by actual data gathered. The analysis of such data involved the use of the t-test.

To determine the degree of relationship between the usage patterns and selected variables of faculty and students, the point biserial (rpb) was used. The t-test in relation to the correlation coefficient was used to test the significance of rpb. Where there were only four (4) elements in a contingency table, the phi (Ø) coefficient and its Z-transformation were used to determine the degree and significance of relationship.

For the interpretation of the results of the tests of hypotheses for their acceptance or rejection, the five percent probability level was the point of reference.

Findings
The present conditions of the government-managed agricultural colleges and universities in Region I vary considerably in the different aspects of library operations, i.e. sufficiency of library resources, facilities and equipment, services, and personnel.

After a comprehensive consideration of the results specifically in relation to the TPAE Library Standards, a considerable number of government-managed agricultural libraries in Region I are below standards in the following areas: Books on Fundamental Agriculture and Journal Titles on the Major Fields of Agriculture.

On the relationship between usage pattern and certain variables. i.e. age, sex, residence, civil status, course lead, educational background and academic performance, for faculty respondents, only age and academic performance have significant relationship with the usage patterns, while for the student respondents, the variables an age, cause lead the academic performance have significant relationship with the usage patterns.

Recommendations
The variations on the present conditions of the agricultural libraries in Region I maybe improved with the following suggestions: (1) Careful consideration should be provide for the provision of sufficient, realistic, and workable budget for the library especially the allotments for books and periodicals. (2) The library plays a central role in the institutions' educational background; hence, to allow the library to fulfill this role, the librarians should be free of other added responsibilities in the institutions. Likewise, they should be given academic or faculty status without loads to enhance their role in the instructional process an the academic community; (3) In order to meet the minimum TPAE Requirements, it is recommended that the national government services its governmental rules and auditing procedures on the procurement of books and periodicals. Unless this is done, the problem on inadequacy of books and periodicals are specifically on the major fields of agriculture will never be solved. On the part of the TPAE Technical Staff, it is further recommended that they should provide assistance on how to acquire the needed book titles per major field specially in the BSA program.

Finally, on the relationship of usage patterns, it is recommended that the efforts of administrators, faculty and library staff be directed toward a various effort to lessen the gap between the actual and the potential contribution of the instructional program which they can begin by examining the total program of course offerings and trying to determine roughly what kind of library contribution is appropriate at each level for each subject

Introduction
Libraries are the wellspring of knowledge. They are as important as the classroom in terms of learning. Hence, they are always a part of the school.

Statement of the Problem
This project was designed to set up an Aklatang Barangay in Barangay 338, District II, Sta. Cruz, Manila. It made use of the community specifically on recreation were identified. Major steps undertaken were project planning, development, implementation and evaluation.

Methodology
Based from the pre-survey conducted in the planning stage involving 283 of the 377 households, there was a felt need of setting up an Aklatang Barangay in the community. The people's low economic status which primarily caused their inability to acquire or provide their families with recreational materials. The second survey proved further that an Aklatang Barangay could be set up through self-help as indicated by the responses of 448 children and youths who were respondents.

Findings
The Aklatang Barangay was housed in Barangay Center. Its initial collection included 35 books, 55 magazines and 5 sports materials. Some concerned barangay members regularly supplied the library with newspapers and magazines. After five months of operation the Aklatang Barangay was able to acquire a total number of 152 books, 191 magazines and 19 sports materials.

An evaluation was made not only to determine the attitude of people toward the library but also assess the impact of the project in the community. There were 120 users who have already availed of its services. Result of the evaluation proved that the Aklatang Barangay was worthy of the people and its continued service was highly endorsed.

Recommendations
Recommendations include the transfer of total responsibility to the barangay, planning a long range program for the expansion of the Aklatang Barangay, providing remuneration to volunteer staff, and coming up with a manual for the Aklatang Barangay. These recommendations were in line with the projected increase of library users.

Statement of the Problem
This study was undertaken to find out the adequacy of the 30 elementary and secondary school libraries both private and public in Malabon, Metro Manila, during the school year 1978-1979 with reference to the staff, budget, physical facilities with emphasis on collections, services and students’ use of the library.

Methodology
The researcher utilized the normative evaluative survey using the questionnaire, interview and documentary analysis.

Findings
1. The library collections of the public elementary and secondary schools as to books, periodicals, vertical file and audiovisual for students and teachers were deficient. The private elementary and secondary school libraries were inadequate in some fields of its book collection like Filipiniana, supplementary readers and audiovisual materials. Books and magazines for teachers were lacking;
2. Library services needed by students and teachers were not properly rendered by the public school librarians both elementary and school and in some private schools;
3. Elementary school librarians are Education graduates, given teaching loads and work on part-time basis in the library. The secondary school librarians are B.S.E. graduates with major in Library Science and worked on full time basis although some are assigned to do part time teaching;
4. Budgets of the elementary and secondary school libraries were inadequate for library needs;
5. Libraries of elementary and secondary schools both private and public lacked the necessary rooms, furniture, equipment and supplies;
6. Private elementary pupils used the library for their research and recreational needs while the public elementary pupils did not. Majority of the students of both the private and public school sometimes went to the library and made use of their resources.

Conclusions
1. Library collections of the public elementary and secondary schools for the students and teachers were inadequate. Private elementary and secondary schools were insufficient in some areas of their library collection;
2. Library services rendered by the school librarians were inadequate in most libraries;
3. Elementary school librarians worked as teachers and assigned as part-time librarians. The secondary school librarians worked full time in the library and some with occasional part-time teaching;
4. The main problem of school libraries is lack of funds for library development.
5. School libraries were not provided with the standard facilities;
6. Private elementary pupils sometimes used the library and its resources while the public elementary pupils did not. Most of the secondary students sometimes made use of the libraries’ collections.

Recommendations
1. Library collections for students and teachers should be increased and up-dated yearly;
2. School librarians should render adequate library service to students and teachers.
3. Librarians assigned work in school libraries should have the necessary educational qualification, training and experience;
4. School libraries should be allotted with sufficient funds for its development;
5. School libraries should be provided with the necessary facilities;
6. Teachers and librarians should encourage students to make use of the library resources.

Statement of the Problem
The study sought to determine the correlation between the academic performance of the students of Philippine Christian University (PCU) and their use of and attitudes towards the library services for school year 1980-1981.

Methodology
The researcher used the descriptive survey method to determine the relationship of the academic performance of students in the PCU and their use of and attitudes towards the library services. The subjects of the study were the university students representing the different departments of PCU in the main campus on Taft Avenue, Manila, for the school year 1980-1981.

Findings
The academic performance of students in the PCU were classified into levels of superior, above average, below average, and poor. Majority of the students belong to the average and below average levels. In general, the students are average.

In general, most of the respondents of all levels of performance never use the library, only 10-20 percent use it once, twice, or three time a week. They also used the following resources ranked in the order of frequency of use: Reference Services, Circulation and Reserved Book Services, and Personnel Services.

Irrespective of levels of academic performance and curricular year levels, majority of the respondents had “uncertain” attitudes toward their instructors and librarians, while majority of the respondents had positive attitudes towards some physical aspects of the library.

A large percentage of the respondents have “uncertain” attitudes toward their own skills and knowledge of the use of the library resources.

All respondents agreed that the library is the center of teaching and learning and that the students’ use of the library resources has a direct relationship to their academic performance.

A high relationship exists between academic performance and the use of the library resources among superior, above average, average, and poor or failing students.

There is no relationship between academic performance and the use of the library resources for below average students who were mostly working students. There is no relationship between the encouragement and assistance given by the professor and librarian and the use of the library services.

Recommendations
The college curriculum should be expanded and enriched so that it includes subjects which lead to the development of library consciousness among students. A 1-unit introductory course on the use of the library resources should be required for all new and first year students, regardless of courses taken.

The library should have qualified personnel.

A follow–up study of the faculty’s use of the library resources should also be made.

The administrators and department heads of the University should disseminate to the teachers and librarians as well, the results of this study to make them aware of the present situation regarding the skills of students towards the use of the library services. Subsequently, students should be motivated to cooperate for improvement of these library skills.

Introduction

The library under girds the instructional program in the college. It is an important tool in improving college instruction. It cannot be separated from the professors or the curriculum. While the faculty stimulates intellectual curiosity and critical thinking, the library through its resources, can provide the intellectual sustenance which can be found only in books and other forms of literature

The Problem

The study aimed to determine the status of the library practices of undergraduate students in Saint Louis University during the first semester of the school year 1978-1979. More specifically, it seeks to answer the following questions:

1) What are the purposes of students in using the libraries? Are there differences in these purposes according to their sex, colleges to which they belong, academic year and level of academic achievement?

2) According to these same variables, how do the students differ in the following library practices: a) locating the materials which may provide the information they need; b) determining what facts and which generalizations are important and should be remembered from the materials they collected; and c) utilizing the materials which they read in areas where these are deemed needed for school or community use.

3) Do the variables sex, college academic year and level of academic achievement affect the acceptability or unacceptability of the students’ library practices?

4) What are the difficulties of students in the use of the library?

Methodology

In determining the sample, the researcher used the formula of Mildred B. Parten for each college population. The researcher made an open-ended survey on library practices and problems to help her structure her questionnaire items, after which, a pre-test had been administered to validate her questionnaire. After an item analysis on the questionnaire items, the final questions were framed to fit the purposes for which the research was intended.

Discussion

The variable sex is not an operant variable on the purposes of students on the use of the library but the variables, college, academic year and level of academic achievement appear to influence students’ library purposes.

A great number of students use the library only when required. This is a sad fact because it means that very few use the library for their personal growth which is in consonance with the finding that the smallest number and percentage of students go to the library for personal development. This may be due to lack of information on the value and use of the library facilities.

The variables such as sex, college, academic year and level of achievement are not significant determinants of the students’ library practices: a) in determining what facts and which generalizations are important and should be remembered from the materials they collected; c) in utilizing the materials which they read in areas which are deemed needed for school and community use.

Findings on hypothesis three showed that sex does not affect the quality of students’ library practices. However, the variables college, academic year and level of academic achievement account for the difference in the quality of students’ library practices.

Difficulties of students in the use of the library range from locating to utilizing information which are: a) the use of the indexes to periodical literature; b) use of the card catalo; c) use of the textbooks’ learning aids; d) use of the encyclopedia; e) use of the dictionary; f) determining the important points from what is read; and g) relying the important information read.

An Evaluation of the Current Bibliographic Awareness of the Population Center Foundation

Statement of the Problem

This study seek to evaluate the adequacy of the current awareness program of the Population Center Foundation Library (PCFL) through SDI approach as based on the objectives, functions and projects of the Population Center Foundation.


Methodology

The method of research used was descriptive evaluative with questionnaires as the data processing and statistical instrument for evaluation.


Findings

The highly trained PCFL ranked their standard library services “very adequate.” They did the same on the first three current specific awareness services, namely: distribution of list of new publications, routing of new periodicals received and distribution of content pages. They also believed that the rest of their specific current awareness services as well as the SDI services offered are all rated “adequate.”


Conclusions

Although the PCFL staff understandably considers the extent of the current awareness services of the PCFL adequate, the user’s “barely adequate” rating indicates some inadequacies which may be attributed to unequal emphasis on individual processes.

Reader notification/routing and content pages received a “fairly adequate” rating to prove that the institution has not put up a complete dossier of user personal profiles.

Special newsletter columns also received a “fairly adequate” profile presumably due to little attention accorded in this area.

The Working collection of the PCFL reflects considerable inadequacy in supporting the current awareness program and the SDI services.

The adequacy of the information dissemination program of the PCFL varies in the degree between the staff perception and the user perception.

The PCFL continues to cater a distinct clientele composed mainly of a policy making level group, an implementing level group, researchers of population related disciplines, students and others in order of their importance.


Recommendations

The Population Information center and Library needs an immediate re-assessment of its program of information gathering, processing transformation and dissemination in the light of the growing urgency of meeting the population problem.

To render the current awareness services of the PCFL adequate in all aspects, consideration must be made of the different neglected processes.

a) Staff expertise on the current awareness processes has to be up-dated.

b) Experimentation on the extent of use, needs of the different processes it recommended.

c) User-profiles on interests and needs require periodical chech-up

Library holdings have to be expanded two ways:

a) subject area coverage

b) volume count

The improvement of the overall dissemination program of the PCFL starts with perfecting the facilities for SDI.

The expansion of the SDI services should include users of other instruments. This would require the extension of the interview-questionnaire method to occasional users to provide the center with the necessary “user” profile to be kept for alerting services.
